HUD Reimbursement for COVID Expenses. August 5th deadline

Dear Owner and Agent Colleagues,

HUD recently unveiled a new short-term program to assist owners of Project Based Section 8 projects with expenses related to the COVID-19 pandemic. This program, COVID-19 Supplemental Payments (CSP), will allow owners to submit a one-time claim to HUD, as explained in Housing Notice H 2020-8 which can be located at the following address: https://www.hud.gov/sites/dfiles/OCHCO/documents/20-8hsgn.pdf. We urge that all owners and agents that are interested in submitting claims fully review the notice before attempting to submit a claim.

All claims must be submitted using form HUD-52671-E. At the time of this e-mail notice, that form is not yet available. HUD has released a draft version of the form, though it has not yet received OMB approval. The draft HUD-52671-E can be found here: https://www.hud.gov/sites/dfiles/Housing/documents/CSP_Request_form_52671_e.pdf

PLEASE NOTE: The draft form is intended for informational purposes only, it should not be used for CSP claim submissions. Claims must only be submitted on the forthcoming OMB approved form.

For owners/agents with multiple properties, please do NOT combine multiple claims into one submission. All claims must be sent individually to ensure efficient processing and transmission to HUD for payment.

All claims MUST be received before 11:59 pm local time on August 5, 2020 to receive full consideration for payment.

As this is a new process, we envision there will be many questions. At this time we ask that you direct your questions on the preparation and submission of CSP Claims to HUD.

The forms were released: HUD has released the OMB approved Form HUD-52671-E. It can be found at the following address:  https://www.hud.gov/sites/dfiles/OCHCO/documents/52671-E.pdf
