The Director of Housing Finance (DHF) is responsible for overseeing the statewide operations of the Housing Finance Section, including: the Single Family Mortgage Programs, down payment and settlement assistance, foreclosure prevention such as the Delaware Emergency Mortgage Assistance Program, the Multifamily Mortgage Revenue Bond Program, and related activities. Additionally, the incumbent oversees operations for statewide homeownership, rehabilitation, and foreclosure prevention products and resources. The Director of Housing Finance serves as the primary liaison to members of the investment community, bond underwriters, counsel, financial advisors, lenders, and housing partners. The DHF reviews economic, legislative, and housing data and works closely with housing partners to identify needs, make recommendations, and implement financing options, program changes, and product development. The incumbent has authority over the Housing Finance Section of approximately a dozen positions and directly supervises the finance managers and an administrative office manager.

EDUCATION REQUIREMENT
Possession of a Bachelor’s degree or higher in Public Administration, Economics, Business Management, Accounting, Finance, Public Policy or related field or a minimum of 10 years prior related experience in a relevant field.

MINIMUM QUALIFICATIONS:
Applicants must have education, training, and/or experience demonstrating competence in each of the following areas:

  1. Proven leader with at least 5 years of experience in the administration of finance programs for housing.

  2. Experience in financial analysis.

  3. Experience in operations management, which includes planning, directing, coordinating, supervising, and evaluating subordinates.

  4. Knowledge of federal and state housing finance programs.

  5. Skill in oral and written communication.

PRINCIPAL ACCOUNTABILITIES:

  • Oversee the overall operations of Housing Finance division and its housing programs, including homeownership, rehabilitation and foreclosure prevention programs.

  • Oversee and monitor loan production under the Single Family Mortgage programs, including allocation of funds, securitization of loans, sale of securities, and management of portfolio.

  • Oversee funding operations for statewide mortgage products. Dependent on the financing source, the position oversees TBA, bond, and other funding activities for various programs.

  • Serve as primary liaison to different partners such as the investment community, bond underwriters, counsel, financial advisors, and lending partners.

  • Review local and national economic, legislative, and housing data to evaluate, recommend, and implement program, policy, or financing activities.

  • Represents the authority and/or the Director at meetings, on committees or in negotiations with underwriters, investors, or other business partners.

  • Supervise, directly or indirectly, the division staff.
