This non-State position located in Dover, DE serves as a functional expert in the examination, analysis, modification, oversight and maintenance of integrated accounting systems. The Accountant III is the lead for on-going functional analysis, design, development and process. Cross-functional interaction with other team members is required to ensure integrity, identify problems, and resolve errors that flow from other modules and to recommend solutions/alternatives.
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
At least two years of experience in accounting using Generally Accepted Accounting Principles (GAAP).
Three years of experience in compiling, analyzing and interpreting financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.
Three years of experience in analyzing financial problems, developing alternatives, recommending and advising management on solutions.
Three years of experience in interpreting accounting or payroll laws, rules, regulations, standards, policies and procedures.
Six months of experience with functional support which includes planning recommending changes; developing program documentation and procedures; coordinating and overseeing related programs.
Six months of experience in narrative and technical report writing.
COLLEGE EDUCATION IN A RELATED FIELD MAY SUBSTITUTE FOR SOME EXPERIENCE
i.e. degree in Accounting, Business Administration, Economics, Finance, Business Management, Computer Information Systems or related field.

Serves as the functional expert in the examination, analysis, and reconciliation of the interface sub ledgers to the general ledgers systems.
Performs on-going functional analysis, design, development and testing of accounting system changes and/or upgrades.
Interacts with outside partners to ensure system integrity and to identify system problems, resolve errors that flow from other modules and recommend solutions and alternatives.
Ensures accurate integration and interface between various automated systems, such as interfaces to accounting sub ledgers.
Monitors grant and loan recipient financial records to ensure program compliance.
Incorporates accounts for audits and reconciles transactions impacting year end processes.
Participates in the formulation and recommendation of policies, procedures and regulations.
Identifies and recommends solutions to complex accounting problems. Recommends changes to both accounting system transactions and procedures.
May plan, assign, review and evaluate the work of subordinate personnel
