The Director of Public Relations, a non-State, senior level position, is located in Dover, Delaware. The incumbent develops, manages, and implements a full-service effort to raise public awareness, understanding, and appreciation for the agency.

Discretion and independent judgment is crucial for handling a wide variety of issues. The incumbent should have expertise in traditional and digital media relations in order to work in a fast-paced environment where execution and attention to detail are essential.

The successful candidate is expected to deliver top-tier marketing and public relations results on a regular, ongoing basis. This position is a senior level position supervising staff within the division and reporting directly to the head of the agency.

MINIMUM QUALIFICATIONS

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

1. Bachelor’s degree (emphasis in communications, marketing, or business preferred) or a minimum of 10 years prior related experience in a relevant field.

2. Proven leader with at least 5 years of experience developing media strategies and practices with proven results in driving brand awareness in both traditional and new media.

3. Experience dealing with the public and with other leaders and contacts from public agencies.

4. Experience in working with news media regarding business, financial and/or housing issues.

5. Experience in managing and providing written and verbal communication.

6. Experience in staff Supervision.

This position requires successful completion of a criminal background screening.

PRINCIPLE ACCOUNTABILITIES

Position DSHA as the category leader to the business community and consumer.
Implement a comprehensive traditional and digital media relations strategy to support DSHA's mission, culture, product and services to ensure its effectiveness and consistency.
Conceptualize, pitch, and execute publicity campaigns through effective mediums, while demonstrating results to senior executives.
Analyze, review, and report on effectiveness of campaigns in an effort to optimize results, and responding to changes in market.
As one of the key spokespersons for the agency, manage multiple ongoing public relations/media campaigns and events for agency-wide initiatives, services and projects.
Drive public relations campaign to represent agency across several media platforms, including but not limited to creative web design, social media, media alerts, press releases, event talking points, and other communication materials.
Serving as the primary point of contact for media, conduct proactive and reactive media relations activities and responses.
Represent agency to elected officials; build and foster relationships with State, for-profit, and not-for-profit agencies.
Work to respond and resolve concerns presented from the community and constituents.
Collaborate with key stakeholders, working teams, and external contacts on agency and statewide initiatives.
