Incumbent is responsible for overseeing the full spectrum of duties under assigned programs, including but not limited to working with borrowers/lenders/contractors to process applications, analyzing program effectiveness and developing improvements/solutions, preparing systems for reporting program activity, overseeing the servicing of loans, monitoring loan portfolio performance, monitoring contractor performance, and other duties necessary to ensure assigned programs are effectively and efficiently meeting the needs of DSHA’s customers.

MINIMUM QUALIFICATIONS:
1. Experience, education or training in mortgage lending;
2. Experience with software to the level of capability to train others in its use - demonstrated proficiency in data entry and MS Office (Outlook, Excel, Word and Power Point)
3. Knowledge of software for preparing analytical and quantitative reports.
4. Knowledge of loan underwriting processing and procedures.
5. Strong analytical and organizational skills
6. Ability to complete assignments with minimal supervision.
7. Demonstrated effective communication both orally and in writing.
8. Ability to train new hires in mortgage compliance review once familiar with process.

PRINCIPAL ACCOUNTABILITIES:
 Reviews, underwrites and approves/disapproves loan applications/packets for loans under various DSHA programs.
 Prepares all necessary documents for closing processes.
 Notifies lenders/housing counselors of non-compliance and corrective action to be implemented.
 Evaluates the performance/compliance of other organizations providing services to DSHA and/or its customers.
 Recommends updates for programs, policies and procedures to increase efficiency.
 Monitors contract expiration dates and other contract components as assigned.
 Attends public meetings, workshops and press events.
 Communicates with lenders, attorneys, mortgage insurance companies, loan servicers, realtors, contractors, appraisers, local/community administering agency personnel, housing counselors, the public etc.
 Prepares financial and program summaries and special reports, correspondence and maintains records.
 Audits files to confirm program compliance standards.
 Provides technical support to lenders and other partners.
 Works with developers, lenders, servicers, housing counselors, attorneys, etc. to resolve problems.
 Prepares and maintains contracts; funding conditions and ramifications of noncompliance.
 Processes new lender applications.
 Manages/monitors program allocation balances and makes funding recommendations
 Performs related work as required.
