Job Title: Referral System Analyst

Job Description: This non-State position is located in Dover, DE. The Referral System Analyst will manage and administer a referral system to expedite the leasing process. The incumbent also provides collection and analysis of statistical data for studies of management and operational programs, policies and procedures to determine cost efficiency, corrective action and compliance with goals and objectives. Responsibilities will include helping to ensure that clients apply for referral units and to speed up the screening and leasing process, and to conduct outreach to case managers.

Units are available for DHSS clients, youth exiting foster care, homeless individuals, families, veterans, persons with HIV/AIDS related illnesses, and survivors of domestic violence. To ensure that each of these special populations have access to the Referral System; the incumbent will engage in robust outreach efforts to gain new service provider partners.

Job Requirements: Applicant must have education, training and/or experience demonstrating competence in each of the following rating areas:

Possession of a Bachelor’s degree in public policy, human services, or related field. 

OR

1. Experience in conducting studies which includes evaluating, analyzing, drawing conclusions, etc.
2. Experience in data management.
3. Experience in narrative and/or technical report writing.
4. Knowledge of the principles, practices and theory of administration and project management.
5. Knowledge of contract or program administration and compliance with laws, rules, regulations, policies and procedures. 
6. Ability to outreach, establish and maintain effective working relationships with employees and or outside contacts and to deal tactfully with associated problems.
